I just started using a Mini and I can barely hear system sounds with the volume all the way up. The Mini is about 3 feet from me. Is this normal?

The Mac mini has an extremely tiny single speaker on the inside. You should be able to hear the tone at power up and the system sounds. They're still going to sound weak.

I manage to listen to NPR at full volume but that's about it. It's better at handling the human voice then anything musical.

Thanks for the info. I can barely hear system sounds aside from the startup chime. I guess I'll look into external speakers. I need to at least hear alerts for IM, email, etc.

I can barely hear the iChat message noise or new Mail tones even at full volume.
