Hi, I used to use different models of 1TB MacBook Pro. I assigned about half the disk space for MacOS and another half for Windows boot camp. Before I got rid of the last one I used, I stored everything in TimeMachine which I cannot access the files easily from a PC. If I get a new MacBook Pro, will a 512GB SSD version a bit risky if I want to copy everything I backed up to TimeMachine? I will install programs fresh separately.

Depends how much of your (half of 1tb) you have used on your old Mac.
Your new (512gb) Mac will have MacOS installed and all standard apps, so you only need to restore however much data and apps back from TM/installers.
Personally I would want at least half of your disk free to allow for expansion (preferably more).

If it's an M1 MacBook Pro, upgrading the SSD is not possible at a later date.

As I recall, I may have used about 400GB. The concern is that if I choose 512gb, it could be a bit tight and I might have system related problems copying a majority of stuffs back to the new MacBook Pro. If I just go to TM and selectively copy perhaps only about 200-300GB of files back, will there be a problem?

Definitely not then.
That leaves no room for updates (even though small increments).
You really need 20-25% free for optimal performance, which you are already at with 400gb.

Even with this, together with pre-installed OS, you are getting pretty tight.
Is this a new Mac you are getting?

Could this data not go on an external drive?
With 200-300gb of files/data I would be inclined to go for a 1tb.

Yes new Mac. These days Windows is my main OS for work. As M1 Mac cannot run Windows natively, don’t want to spend too much on this machine. Don’t even plan to upgrade to 32GB.

Yes data could go on external drive. If I choose this path, can I recover user files to an external drive via a new 512GB MacBook Pro?

I think normally files are restored to their original location, i.e. photos,documents etc.
I suppose you could select certain things to restore then move them to external drive.

I have my data cloned to seperate drives, so can just grab what I want......?

Reading this thread, it sounds like a larger SSD is the best way to go:

The 1TB configuration I want is still out of stock but the 512GB configuration is available. I also did not install MacOS on the TM backup drive.

I recall that when I plugged in an external drive to any Mac, TM did some calculations before they would allow backup. What about data retrieval? Will it calculate the amount of data in TM backup and make sure that available internal disk space is at least that big before it even allows me to do selective retrieval of files from the backup?

macOS doesn't count towards Time Machine's size, as far as I know.
Migration Assistant offers a few basic options for importing:

If you have them all checked, the Assistant should confirm that the new Mac has space for everything. If it doesn't, it should block you from proceeding until you uncheck some categories. Because there are few, you don't have much you can do if this happens, especially if there's only one user. You could try unchecking Applications if necessary, as those are easier to restore than user data, and the other two areas (Other Files+System) are usually tiny.
