On my 2012 MacBook Pro, when I lock my laptop using Ctl + Shift + Eject, it puts the monitor asleep and "locks" my laptop, but the Internet still remains connected. So, for example, if I am recording a show, I can keep recording and yet leave my computer in a locked state so people can't snoop around.

On my 2015 Retina MBP, if I try the same thing, it seems that sometime during the screen being locked, I lose Internet connectivity. Not sure at what point this occurs?

How can I make my Retina mimic how my old MacBook works?

My old MacBook runs Mountain Lion and my Retina has Sierra on it.

Ctrl + Shift + Power Button (or Eject) should still just put displays to sleep - it shouldn't invoke the full radios-off Sleep.

Check System Preferences > Energy Saver. You'll either have "Prevent computer from sleeping automatically when the display is off" or separate sliders for display sleep and computer sleep. Set computer sleep to "never," if you have that option. You have separate settings for battery vs. connected to power.
