Internet only works in safe mode

I have tried everything, restarted the computer and router, repaired my disk multiple times, I removed login items, I have deleted and recreated the wifi and did multiple things in system preferences, deleted my vpn and another program I downloaded recently and several other things on the Apple forums, the only way I can use internet is through safe mode, which makes doing my work harder because I need to watch videos to complete assignments.
I am currently downloading the Sierra update through safemode, hopefully that works.
If it doesn't does anyone know how to fix it?

You could create a time machine backup, wipe the boot drive, install a fresh version of Sierra, and see if things work.

Too many possibilities this point to know what "it" is.

Another thing to try would be a new, clean user account.

Does network diagnostics fail? If so, where?
(Preferences > Network > Assist Me... > Diagnostics...)

Did all of those and it didn't work.
Just installed sierra for the first time however and it worked right away.
