I have a 2019 MacBook Pro with Touch Bar. Model A1989 MV9992LL/A. The computer was working fine. I had a new 14" MacBook on order and was getting this one ready to give to my husband. Upgraded it to Monterey from High Sierra. Was working fine. Then I did two back ups on my WD My passport... one using Super Duper and one using Carbon Copy Cloner. After that is when I started to have trouble. I'm in a reboot cycle mode... it comes up with the apple logo... no progress bar... then a "slight" gray screen, then the black screen... the chime will start and it goes through that again. I've tried the recovery mode... nothing... have tried Internet Recovery Mode... have run that through using an ethernet cable and get the -2003f Error Code. I've reset NVRAM, tried safe mode, tried Apple Diagnostics... nothing. I have a bootable drive with High Sierra and it when I hold down the option key as I restart, it brings up the pic of the internal HD, but not the Bootable HS flash drive. If I select the pic of my internal HD, it then tries to do an internet recovery. I'm still in a reboot cycle mode. I have a bootable External HD with High Sierra and when I select the backup I have in Mohave nothing happens... tries to do the internet recovery. I have a 2012 MacBook Pro, bought the thunderbolt cable and tried to use Apple Configurator. Nothing came up on the 2012 MacBook Pro. Couldn't get the DFU to show up. I can make an appt. with the Apple store, but really don't want to spend the money for them to tell me it's "fried". Since I have the new computer... don't want to invest in replacing the motherboard or something expensive on the 2019.... need the money to pay for GAS! LOL! Is there something I haven't tried yet? Have spent days looking online for solutions and believe I have tried everything posted. Either I'm doing something wrong, or it just isn't going to come back to life! Any help would be appreciated.
 
If NOTHING else works, and if you're backed up, you could try this (you may have done so already):

1. Boot to internet recovery:
Command-OPTION-R

2. Open disk utility

3. Go to the view menu and choose "show all devices"

4. Look at the list on the left. The topmost item should be the internal SSD.

5. Click on the SSD and erase it to APFS, GUID partition format.

6. Now quit disk utility and open the OS installer.

7. Will the install work now?
 
When I use Command-Option-R it just keeps cycling the internet recovery... goes for about .04 or .05 seconds... shuts down and does it again.... I kept it on for over an hour... nothing changes.
