Universal Internet Restrictions With Exceptions

In a Windows device, I can do either one of two things in restricting internet for a particular device with an exception of a URL.
I have a youngster with a Windows laptop and lets assume it has games. For his age I would like to restrict this laptop to all connections to the internet, except one or two particular games.

He as an iPad for school and games and my old iPhone 7 with games. Some games are only for either iPhone or iPad.

The family has Family Sharing and I am the administrator.
