How is this a big bug? Does it affect your usage of the device? No. Its cosmetic and nothing more. This also does not happen on my 7Plus or Air 2.
When I turn on WIFI from the control center, the music application returns to the first menu
Just iPod Touch

It does not happen on my 2 devices or my GFs iPhone 7. Maybe your device needs a restore.
I restored the device four times

Must be an iPod touch issue. But when your store, are you restoring from a backup? If so, you might be re-corrupting your device.

Must be something wrong with the iOS installation.
Hard to se it would be hardware problem and you would get help from Apple.
Tested on my iPhone7+ and it looks ok.
