Starting in 10.1, when I go into an app from multitasking, there is a delay before I can double press the home button again and access multitasking - double pressing has no effect for about 3 seconds.

Also, when entering multitasking the background starts off non-blurred them zooms into a blurred image instead like it should be.

Anyone else had either of these issues?
 
Nope. Don't have either of these. Tested multiple times. Neither issue occurs. Have you set your phone up as new or restored from backup?

Same over here it. I'm nearly going mental because of it.

Go into settings > general > accessibility > accessibility shortcuts, then deselect whatever is selected there

Nope. Don't have either of these. Tested multiple times. Neither issue occurs. Have you set your phone up as new or restored from backup?
when deselect it, app switcher animation bug occurs (home screen dock turn gray about 1 second when double click to home buttom in any app.)
it think that apple don't want to fix that issue. it happens since ios 10.0...
