I ran the iOS 10.2 beta for awhile on my iPad mini 2 but downgraded to 10.1.1. Recently, I used an iPad Air on the public version of iOS 10.2, and noticed a bunch of differences.

Spotlight no longer blurred in real time. It just put an overlay of a blurred version of the wallpaper. My iPad mini 2 didn't do that.

The Siri animation was different. It blurred a bit differently, and it was a little smoother. Then it had some new screen come up introducing Siri and such. Never saw that either.

When tapping the search bar on the Notification Center and widget screen, it also just did an overlay like spotlight. Still choppy, just a little less. My iPad mini 2 did not do this.

A lot must've changed between the last beta (or beta before last) and the final, public version. Could someone verify that they noticed similar things?

Also, can someone try a few things for me? Open the Notification Center, slide a notification and hit "view", then slide it down to dismiss. Is it choppy and laggy or smooth? Also, try doing the same with a quick reply banner. Does it blur the background? Is it smooth when it dismisses?

I don't have any blur issues, the blur always occurs in real time and blurs the screen behind it.
The Dismiss animation is also smooth for me, no issues at all.

For a second I read the title as Mac OS X 10.2 and was very confused. :p
