Got an e-mail this morning with paperclip showing, opened the e-mail and no sign of the pdf
Opened fine on 2015 rMBP so pdf wasn't corrupted.
The .pdf size is 5.3MB
Is there a size limit for iPhone or a bug in iOS?

Have you tried to turn off the iDevice and try opening the e-mail again to see if the PDF then appears?
I'm currently not using the Apple mail app so I can't check it for you.

Yes I reset Home > Off and the .pdf still does not show.

So sorry to read that it's not resolved. I'm using a third party e-mail app called Email by Easylido (free) which also shows the attachments above the message. Another two great e-mail apps are Spark (free) and Airmail (paid).
Each app has it's advantages. The Airmail UI is pretty different. I prefer the UI of Email by Easylido and Spark more. Airmail has more settings though.

Don't forget to try Polymail
