Two things tonight, looking for answers.

#1: Javascript doesn't work even though it is on. Hard resets don't seem to do anything.

#2: 'Remove all website data" apparntly does nothing. There are literally hundreds of cookies that won't go away (most at 0kb)

This is on an iPhone 7, if it matters.

How about doing a 'Reset All Settings' and Force closing the Safari app? Close all open tabs in Safari, than close the app?

Java script can be turned off by adblockers. Do you have one installed?

You have the website data, most probably from adding things to the Reading List in Safari.

He asked what version you are on. iPhone 7 is not a version.

Settings > General > About > Version

This happens to me too, I have to repeatedly tap Remove All Website Data for it to clear.
The very first part of the thread title should cover that.

The (build number) is part of the version. Sometimes people are on beta versions and updating to production versions resolves the issue.
While that is a possibility, it's generally seen that if someone is on a beta version they would mention that when they are identifying their iOS version (as in iOS 10.2 beta 5, for example). It certainly sounds like the default implication here would be that we are talking about iOS 10.2 final public version, but, I guess it's not out of the realm of possibility that it could be something else somehow.

Let's assume Safari is being backed up and synced via icloud.

Disable!

Safari tries to pull your data across devices, including Keychain.

Do the SSD in phone have directory or page cell issues that could be culprit?
