Sure, why wouldn't it? Carrier version updates mean changes to how the phone communicates with your carrier. Can influence features, radio behavior, etc.

I agree. Only the first 2-3 betas are exciting. I still haven't even jumped on to the beta train yet. I don't think I can't downgrade and preserve my information as is. (Option+Update). Yes I can create an archived backup but if I wait 2-3 days I lose my Apple Watch activity. But I haven't found anything that exciting for a X.3 update.

If we got new features in every build then it'd never be released since they'd always be chasing bugs.

The way Betas work is:
Add new features
Fix the problems
Release

Which is what's expected and really even desired from later betas.

This beta has turned my 7 Plus into a '8 Plus Edition', doubled the storage and memory and tripled the battery life.

Things get released on almost any weekday (although less so on Fridays). They've even come out over the weekend before too.
