Any help or is anyone experiencing the same issues?

In the beta release notes it says that there are some issues with connecting to FaceTime calls and callers that are on previous betas that are not this build. They just will not connect fully. That is likely what is happening and can be summed up as: yay, beta behavior.

My reading of the release notes was that it's not compatible with the older iOS 10 beta releases but should still work with iOS 9. It's a little bit ambiguous though.

Your reading is correct. Which is why I said previous betas. Not previous releases. It is between beta to old beta. No issues should be between beta an public releases like iOS 9; if so, file a bug report.

Did a 20 minute FT call with an IOS 9 user last night. No issues.
iOS 9 should be fine as it is a public release and not an old beta.
