I noticed that my 64 GB iPhone 6s Plus capacity is now perfectly at 59 GB on iOS 10 GM

Yeah, I'd imagine the 6s has slightly less space for the added features and settings to change them.

And I read that it defaults to 12.3 GB -for the 16 GB one-, up from 11.8 IIRC on iOS 9
