Do iOS10 iMessage effects work for everyone? I haven't been able to use any of them except for drawing and "heart" Not sure if there's something I need to change in the settings.

Which device you're using it on?
On my iPad Air 2 they all work, sometimes I have some issues with the background not triggering, but I've reported that with the feedback app.

Both sender and recipient need to be running iOS 10 for the full effect to work. Otherwise many of the animations simply transmit as static images.
