It's a shortcut to be able to use the camera really quickly without unlocking the phone and finding and launching the Camera app.
It's been there for many years now on iPhones and many other phones. There's no way to remove it in iOS short of removing access to the camera completely (even when you unlock your device) by using the restrictions settings.
