Calendar app. It is considered as all-day calendar event repeating once per year.

It was like that since iOS 7-9. It'd been removed in iOS 10. Pretty sad really, I'm sure they removed it and saved like 2 lines of code - thinnovation at its best.

It was probably part of the today text, all of which you'll notice has been removed. I don't think they purposely set out to just remove the happy birthday.
