ios 10 Not Available

We have 6plus, 6, ipad 2 and ipad mini 2.

The iPhones are updated to ios 10 but the ipads say they are updated you look in settings.

ios 10 not available for ipad 2 and mini 2?

Look at the bottom of the page at: http://www.apple.com/ios/ios-10/ for which models are eligible for iOS 10.
It says the iPad mini 2 is eligible, but the iPad 2 is not.
