First, why don't I see a "faces" album on our iPhone 5? we have it on our iPhone 6s.

Second, is there a way to add contacts or names in some way to the faces so that this info is in standardized IPTC keywords?

Third, assuming one can add names, are the names linked to an area of the photo as they are in Lightroom, Mylio, etc?

Memories and People are not supported on the iPhone 5. Not sure about the second. On the third Apple doesn't expose the bounding box on faces found in iOS 10. I am not even sure it shares that data in the EXIF like they used to, as they surely aren't reading it.

To add a name tap one of the collections of photos and then there is a "+" symbol at the top under the time in the menu bar, tap this and type in a name, it will parse your contacts for names to add.
