I have iOS 10 Public Beta 2 on both my 6s and 5s, and neither device will pair with my 4th Gen Apple TV using the new/just released version (Aug 1) of the Apple TV remote app. The Apple TV doesn't see the phones nor vice-versa. Both bluetooth and wifi are on.

Anyone else seeing this issue with either public beta 2 or 3?

Nope. The new remote app worked fine for me on PB2 and continues to work on PB3. Restart your phone, TV? Turn off WiFi on your TV and turn it back on? Just throwing out guesses here.

Thanks Ideal Dreams. Done all that, some multiple times. I'm a techie from way back. Been a rebooter and uninstall/reinstall dude for decades. Heck, I unplug and re-plug in the toaster if I am not happy with the last batch of toast. ;-)

Will get to the bottom of this. I've yet to try on my presently disconnected 3rd Gen Apple TV. Will do that tomorrow.

Hm. Struggling. New 27"iMac, Remote on iPhone 5. It says "Open iTunes and choose Remote from the Devices tab" Well everything on the devices tab is grey, and there is no Remote option anyway. I've got a 4 digit number to enter, but have looked at most menu options and can't find where to put the number.

using the new :apple:TV app with 4th gen :apple:TV and iOS beta 3

The app works ok but make sure you keep the real remote nearby so you can adjust the volume

no volume adjust? and no keyboard?
