I have tried downloading ios 10 PB 6 multiple times now but everytime I get this same error. Tried VPN, Resets, Restarts, nothing works. The same error pops up every time.

I had this problem too. I tried it a few times and eventually it worked.
I kept hitting download and install. It would reset itself each timeWhat did you do eventually? Did you delete and redownload the update everytime?? Or did you just kept pressing install now time and again?

For every beta of iOS 10 if I sleep the device while it's verifying the update before it reboots it gives me that error. However, if I leave the screen on it'll reboot and install. Weird bug.
Odd. Have you filed a bug report?Oh right, it doesn't reset in my case and instead only shows install now after this error. To download it again and then install I have to go to storage and delete it manually.

@QuarterSwede Yeah I thought that could be a solution but I have tried that many a times but to no avail.
I even kept the screen lit up while downloading but still when it goes to verifying update, stays there for like 2-3 minutes and bam this same error appears.
In my OTA error log I saw the following:

I've had this same issue since public beta 5. 5, 6 and now 7 all give the same error and nothing seems to remedy it. I'm probably forgetting some things I've tried but here's what I remember:
- Keep trying "retry".
- Delete downloaded update and download again.
- Reset networks settings.
- Hard reset.
- Free up more space (17gb now available).
- Change timezone to cupertino.
- Change wifi dns to 114.114.114.114
- Install from itunes: I click check for updates and it says 10.0 is up to date.
- Deleting and reinstalling public beta profile.
With each new PB I'm hoping it will fix it will work, but nothing.

If you would've followed the instructions on the Apple iOS 10 PB website, you'd have an archived backup of the iOS 9 version & data you've used before upgrading to the beta.Same with me. Started with public beta 6 and now 7. I guess we'll have to restore as a new iphone eventually <sigh>
