iOS 10 Public GM?

Last year they only let developers have iOS 9 GM and the Public Beta users didn't get it. Would it be the same this year and do they not want the public to get the final build before everyone else?

GM = Final Release, so public will get it on the final release date of the iOS 10

Well, without any new information to go on, simply having past behavior to base things on, seems like you answered your own question as best as anyone else can right now.

The only question is whether the GM gets released over the air. They usually only upload it to the dev center, although i cant remember if it was available OTA last year or not.
