iOS 10 - Wallpapers switcher bug?

If I try to set one of the stock live wallpapers (the ones of the fish and the fluids) on my iPhone 6s and it's not giving me the option to select Still vs. Perspective vs. Live Photo. The options are there, but greyed out and I cannot change them.

Appears to be the same case for non-live wallpapers as well. Anyone else experiencing this?

note: I'm on the Public Beta GM version (10.0.1).

No, it's set to off. And while I can't explicitly set a wallpaper to Perspective, I can see perspective working when I rotate on the home screen.
