Recently did a fresh installation of iOS 11.1 and "set up as a new phone", re-downloaded all my apps and got everything set up, and I admit, everything is working very nicely on my iPhone 6 Plus. However, going into Settings > Cellular and looking under "Cellular Data" where you can toggle certain apps on/off, the list is now only comprised of the stock iPhone apps. Not a single 3rd party app is in the list! I have set up all my apps, logged in etc, and they do not appear there. Have force rebooted the phone a few times, and still nothing. Anyone else run into this?
 
Are you connected to wifi? Pretty sure the list only adds 3rd party apps if you've launched them with a cellular connection once.

Well, now I feel kinda stupid. Thanks Tim, you solved it. I guess I was hitting some decent WiFi while I was out and about. Completely shut WiFi off and launched an app and now they start appearing in there.
