every day or so (usually while trying to update apps) everything gets weird, and all of the built in apps simply refuse to load. App updates stall at like 99.999999% (a completed circle, but still with the border around it). The only way to resolve it is to turn the phone off and on again. It happened both before and after 11.0.1, and didn't happen to me at all on iOS 10. Anyone else? I'm using an iPhone 7.
 
Not at all! Either reset and restore backup or reset and set up as new. Something isn’t right!

I'm getting that too. Just on Friday I had "Open Table" stuck on updating with the circle around it. There were 3 other apps I updated at the same time which worked fine. Once I did a reboot the stuck update went a away.

I had that on iOS 11 GM on my 6s and it's followed to my 8+ on 11.01
 
As for updating apps via the App Store (obviously) sometimes if I go to update an app it will hang & not fully download & install. If I restart the phone it will finish up.

IM USING IOS 9.3.5.

It's a good practice to restart your phone once a day, every day anyway. It only takes 30 seconds.
 
I do an almost daily reboot because the official OTA distro of iOS 11 broke the lock screen for me. After the initial boot, gone were the time, date, "Press home to unlock" at the bottom, and notifications. I would have to reboot to get these features back.
 
If you upgrade via OTA then try restore via iTunes. It may fix something. I had OTA update to 11GM and found lots of problems and then upgrade to 11.0.1 via iTunes somehow fixed them.

I upgraded to ios 11 via itunes. i could restore but im not keen on the time it would take.
 
I'm experiencing these symptoms as well. Although this occurs even when I'm not updating apps. Seems noticeably worse when I have many apps in the multitasker. I'm waiting for iCloud Message Sync to be released before restoring as new.
 
For app updates sometimes they will appear unfinished with continuous spinning circle next to it. In fact, the update is already done and a simple pull down to refresh will update the list as all done.
