Did apple remove the option to use 2G cellular signal or its because of my carrier?

It’s the carrier. On mine, I cannot even disable LTE. That option is not even shown on my 6S (based on the carrier profile)

On mine all options are available (iPhone 8).

It is controlled by the carrier profile. Mine was available when I was using a different carrier. Carriers can decide what options made available to you on your iPhone (eg. Some carriers disable portable hotspot on certain plans).
