Probably never. If Apple added these features it would hurt their computer sales. What they want you to believe is the following: (a) an ipad pro is a great replacement for a computer for an average pro user; (b) because you are an extra pro user, you also need a $3,000 macbook pro in addition to your $2,000 ipad; (c) a microsoft laptop for a third of the price of your apple devices is a no-no because it's not for "pro" users like apple devices are.
Not yet, I'm afraid. I really want to believe that apple will make it that way, but so far people have been saying it lacks the functionality of "finder". As an example, I have a collection of ebooks (in various formats) organized in folders on my computer. With a proper finder app on ipad, I should be able to replicate the folder structure and open the books in apps of my choice without importing them like in previous ios 10 versions. It doesn't seem that the files app has anything even remotely similar to what I described (at this point). As much as I want this to happen, my inner sceptic says it's not likely because (1) this will make ios almost as powerful as macos for many users (and cannibalize mac sales), and (2) if it's not in the public beta, it's not likely to be in the regular release.
That is yet to be determined. There is a lot of projection by some of their wishes for Files compared to what Apple actually demonstrated. Apple might add functionality beyond what they demonstrated, but based on what the actually showed, it doesn't seem to be what many of us are expecting.
