I don't know if anybody has mentioned it before, but since installing IOS 11 GM, the touch ID is now working during charging for 6+. Previously for IOS 10.x.x, touch ID doesn't response during charging. Can't remember for even earlier version though. But it's a welcome fix consider IOS 11 doesn't run fluently on 6+(waiting for unlocked X).

Pretty sure you hit a rare bug. My 6+'s Touch ID always work (including during charge). I bet your OS re-installation fixed the issue, not because of iOS 11.

Reinstalled IOS 10 a couple times and not working. Now upgrade to IOS 11 GM OTA and it fixed.
 
That’s weird. OTA update and my Touch ID worked when plugged in. Did a clean install of iOS 11 through iTunes and now Touch ID doesn’t work when plugged in. But I can use reachability just fine. iPhone 6

Did you try a clean installation iOS 10, or installed it op top of your current OS?

I think you should try a clean one, than test the Touch ID. If work, then recovery your users data. And then test the Touch ID again. In some case, the bug follow your users data for a particular OS. You need to setup as new iPhone, or move the next iOS to fix it.

Yes, I tried clean installation before and it didn't work. That's why I'm happy with IOS 11 somehow fixed it.
