I signed up for the public beta program yesterday and installed the profile which gives me iOS 11 but I don't think it's the GM. Has the GM even been released for the public beta?? I don't have apple pay in messages, and other features are missing still.

Apple Pay in messages is not yet active, nor is iCloud message sync. Yes, as long as you downloaded the build late yesterday afternoon, it's the GM. Other features will likely be coming in 11.1, maybe around launch of the phones or perhaps the X in Oct.

You have the GM if you updated after the presentation.

You can verify that its the GM build [11.0 (15A372)] in Settings.app > General > About > Version.

I don't have apple pay in messages, and other features are missing still.

Correct. iCloud for Messages isn't being released until a later date. Apple Pay in Messages hasn't launched, and there isn't a confirmed date for when it will launch.
