Did you already try to just close everything in the App Switcher and/or just do a simple shutdown or hard reboot?
Have you updated to the latest beta? An update could fix it. If you are already on the latest beta you could "update" to the same version again with the full IPSW file (if you have a reliable source to get it) over iTunes by holding option(alt) in macOS or shift in Windows while clicking on restore.
Also resetting all settings should help, but might be a big hassle. You won't lose any data, but everything in the Settings app will revert back to standard.
