I have not updated my ipad pro to ios 11 yet because i have around 250 apps. I cannot remember if the apps get delelted after updating. Any one?

Neither the apps nor the data get deleted with updates. (That is unless something goes wrong and you might need to reinstall or something like that. Also keep in mind that iOS 11 doesn't support 32-bit apps, so if any of those apps that you have are 32-bit you won't be able to use them with iOS 11.)
 
Only 32 bit apps but some users have had experienced losing apps and having to reinstall some
 
Don't know if i'll update to be honest. It is running fine as is. I dont wont a problems.

You can go to Settings > General > About and then tap on Applications to see which apps are incompatible with iOS 11. (If there are any).
 
My husband had a mail (not iOS mail and not gmail) app get deleted, but as far as I know he was able to reinstall it. I have not updated yet.
 
turns out i have 13 apps that will slow down my ipad, looks like i will stay with ios10 for now

Once 11.1 is released, I would update for sure. That includes the fix for the WPA2 KRACK hack, and shouldn’t be skipped.

My iPad Mini 2 runs 11.0.3 just fine, your iPad Pro will be smooth as silk.
 
When you try to open one of those apps, you're presented with an Error message saying that the app is no longer available for iOS 11 download, and asked whether you want to keep the app (updated device can't use it anyway) or remove. I tried each of my (suspect) old favorite apps and when they failed, I sadly removed them.
 
I know this is not really the same issue the OP is talking about, but I think I have found that iOS 11 does not really delete the app when you manually delete one. Unless I'm mistaken, please read what I have done:

I deleted the app from my iPad Mini 4 wifi, I have an older version of the app on my Mac which I have not updated because I hate the way it works with the new update.
Completely offline, I then drag and drop the old app from the Mac onto my iPad and watch it install on the iPad screen.
When I open the app, it is the latest version of the app again.

I successfully completed this process with no problems on my iPhone 6S Plus and iPad on iOS 10 with no issues like this.

How could this happen unless the iPad is holding onto the app in it's memory after I've deleted it?

With app thinning and slicing since iOS 9 apps are no longer apart of the backup. It’s just a reference to “I had this app installed”. It will always install the latest version your device+iOS supports.

Was your Mac on WiFi?

My particular situation is not referring to downloading the app again after reinstalling a backup.
I know that when I restore a backup all the apps must download again.
What I'm talking about is dragging and dropping an app into your device which you have stored in a folder on the computer. No downloading required. Can be done offline. The app will install onto the iOS device regardless of what version it is.

Yeah I was offline both on Macbook and iPad.
I just did this whole thing again after upgrading the iOS version on the iPad and it works now, even with wifi on both devices connected to the net.
I now have the old version of the app installed on the iPad, just dragged and dropped it into my iPad running iOS 11.0.3

I know for sure it was not working before, because the welcome screen on the app has changed, and the app has a login screen which cannot be skipped in the latest version.
My old version just asks for access to location etc and then you're in without the login.
So I'm guessing the app was held in storage offline within the iPad, but when I upgraded the iOS version the old deleted app data was erased.
