what is the best way of blocking the updates on iPhone and iPad as I don't want to update to iOS 11 just yet as I am happy with the way my devices are at the minute.

I know about the tvOS beta method but is there any other way?
 
You can also buy Adguard Pro (https://itunes.apple.com/us/app/adguard-pro-adblock-and-privacy-protection/id1126386264) and add "mesu.apple.com" to the blacklist. Blocking that domain will stop the update check process(thus the device will never know that a new version is available). There is no downside to this.

The tvOS profile may enable some beta metrics(+ Feedback app), which in turn may have a slight impact on the battery. Also, if your carrier releases a new settings update, you will not be able to receive it(since its absent from the Apple TV).
