This is the first time I'm using the public beta on my iPad. So far not so bad. My question is when the final iOS 12 comes out in the fall, is it more of a seamless upgrade or do I have to restore back down to iOS 11 in order to get the final iOS 12?
 
You won’t need to go back to iOS 11. When the final iOS 12 build comes out you can just delete the installed beta profile from the device and from then on it will be installing regular (non-beta) iOS releases, as usual.

...or do nothing, stay part of the beta program and get updates earlier as beta updates.
 
You won't have to delete or reinstall anything to get the public release of iOS 12 in September. They'll most likely release the GM a week or two early to developers and public beta testers and once you have that you're done.
 
You don't need to come to the backward version, rather stick to iOS 12 and once the update comes, reinstall and you will be all set to use the app on your iPad.
