Hopefully your results are similar! On my iPad, I have 1.23GB more space available after the update. On my iPhone, I have 1.69 GB more space available.

Whenever you do major iOS updates, it clears system and app cache. It will reuse that space in the coming days as you use your phone normally.

Then how come after some releases the available space was less? Is every iOS release the same size? Does every iOS release get smaller?

iOS releases typically get larger as more and more features are added. iOS 12 is approaching 2.5-3GB depending on the device. iOS 7 was under 1.8GB.
 
Throughout the beta program, I had a bug opened with Apple related to storage. At one point, "System" was steadily sitting at 19GB for me under iOS 12. They asked for additional storage logs on several occasions (usually after a new build) - so I am pretty sure that they were in fact working to clean up some of the System storage bloat. I'm sure I was not the only one.

I had this happen three times on the GM yesterday. At one point it even claimed I had 90 GB of photos locally stored on my 32 GB iPhone lol. Today I tried the official release and so far so good. Very strange
