I am trying out "Downtime" (iPhone 7, iOS 12.1.2) and it seems like a useful feature.

First, I set it from 11 pm to 10.55 pm to keep it active throughout the day.

In the "Always Allowed list I put my occasionally used apps such as the bank app, ad blocker, Adobe and the like. Messages, FaceTime and Phone of course have to always allowed. Strangely, I didn't see Safari anywhere in the list.

However, when I went back to my apps menu I saw that Safari has automatically been put on Downtime.
a) How did Safari end up on the Downtime list?
b) How can I change these settings for Safari?
