My battery in my iPhone 6 was replaced a couple of months ago. I now have 99% capacity left. Yet, now that I am on public beta 4 (under which the battery health app is now out of beta), I’m told my battery needs serviced, and the power management mode constantly kicks on.

Any ideas? Is anyone else seeing this with a new battery?
 
Take it back to Apple for battery service. Service orders have a 90 day warranty and you're still within that window.

running a beta somewhat voids that.

first thing they are going to do is make you restore back to the non beta and then they will run their tests etc and those will say you are fine.

betas have weird ass quirks. and yes that's all this likely is. which is why they don't do any repairs until they can replicate the issue on the correct public software.

so back up your stuff, do the restore, see if the message is there. if it is, then bother going in. if not, then it's the software and next time don't load the beta if you aren't ready for some weird stuff happening

The battery health feature in iOS 12 is no longer in beta.

I would expect the Apple tool used in the store to be non-beta as well. Apple Store staff run diagnostics using their own tool.
