iOS 13.1 - What's more likely?

So, a question, which is more likely with iOS 13.1:

1 - 13.1 is being rushed to release to the public on/around the new iPhones being launched on 20th September after 2-3 betas, to rush out Automations & Shared ETA being added back in.

or

2 - 13.1 is being released later, possibly early October, for new devices (the new Apple TV and possible new Apple Watches), which will be announced next week, but will be released later.
 
I lean towards 13.1 being released at iPhone launch. I am about 80/20 on this theory as they could have locked 13.0b8 as the GM, but it seems unlikely as it was released on Aug 21 with more time for beta activity before the Sep 10 keynote. So, I lean towards thinking that 13.1 will be the release due to either tariff issues, or some other development scenario that caused them to move to the 13.1 tree. Just my .02 and I very well could be absolutely wrong :):eek:
 
Doesn't matter really - iOS 13 is shaping up to be the worst iOS release ever. What a train wreck.
If we don't look at the things people have said about many other iOS releases, like 7, 8, 9, or 11 to name a few.

We're at Beta 2. Apple needs to lock down the software soon in order to begin MP. The Zhengzhou facilities have a capacity of 500k per day (assuming 100% yield). In order to build sufficient inventory for launch day deliveries to Apple Stores, customers, and carriers, they need to start MP within the next few days or at most, in a week.

Believe it or not, I’ve been told I’m in denial that it’s not coming out with the release of the new devices on the 20th!! Thus I created this thread.

See below for some of what came at me in the speculation thread:

You continue to look at the past and think it will always predict the future: it will not. We are in uncharted waters here and the appearance of Beta 2 today is further evidence that 13.1 will be the release version, not 13.0.

I am just going to say this: it is amazing the contortions some on here will twist themselves into to deny even the possibility that Apple will release 13.1 at iPhone launch. I honestly am baffled by the emotions surrounding this. It’s not like 13.1 is a complete mess (and its not).
 
I'm on the October train for this one.

There's no reason to release 13.1 early that I can see. The features don't seem to be something that are essential to iOS 13 or the new phones and 13.0 was at decently stable state in it's final beta build.

Sure it's a little messy for people who want to move from 13.1 beta to 13.0 public release, but it's such a small amount of people that there's no reason why Apple would risk releasing a rushed build out to the public when they can keep testing it for a few more weeks and release it when it's polished.

My guess is they released 13.1 beta early because they wanted more weeks of beta testing before an October release, not because they wanted to release 13.1 early.

Cos emoji cannot be added in a later beta...... or maybe the new emoji aren’t coming in October and 13.2 comes in November/December with 13.2......
 
Since it's a foregone conclusion that iPhone 11 will be announced next Tuesday (September 10), the real question is whether they need to ship on the following Friday (September 20) or not.

Apple can take pre-order on the same Friday as it always have (which would September 13), but I think Apple can delay it by two weeks without serious repercussions (October 4), especially if it has enough inventory stockpiled (since 11 looks to be a minor update, that is more likely than not).
