I read in the keynote that iOS had local storage. I used Safari on my iPad 10.5 Pro with iOS 13 B1 to download Firefox67.0.1.exe and then plugged in to Windows. But it is not giving me direct access to storage.

Did I miss something?

Yes, you missed something. You can plug a USB drive into the iPad and copy the file you downloaded to the USB drive, but you can’t plug the iPad into windows and use it as a storage device.
