Can the iPad 5 power the external hard drive sufficiently so that I do not have to carry a laptop overseas to backup my camera photos ?

No. iPad 5 cannot power any USB device without external power. You still need to carry your laptop. Only iPad Pro 2018 with USB-C port can power up most USB devices without external power, and can reverse charge many devices, including other iPads.
 
I don’t take my laptop when traveling anymore. I use WD My Passport Wireless Pro hard drive. It, when setup correctly, automatically backs up photos and you can also bring all your files... Uses external power source and also runs on its only battery. Good Luck
 
It's possible as I hooked up the usb hub on the monitor and a hard drive will work with an iPad Pro 9.7 1st Gen. You will need a powered USB hub or a Y usb cable that separate data and power to use hard drives that only powers off a USB port. You can probably get the additional power from a USB power bank. However, flash drives will work without additional power.
