I get 300 to 400 emails a day. I want to see ALL the people who were copied on the email WITHOUT having to hit the little arrow on the right to show ALL the details of who was included. The button on settings called “ALWAYS SEE To /Cc” that worked this in iOS 12 is still there for iOS 13 but now it does Nothing. This is true on 2 separate devices. Apple, please fix! Or if someone could help, I’d really appreciate it. Attached are pictures of what I’m writing about. Thanks.

The "Show To/Cc Labels" was only something that applied to a label that would appear on the message list to indicate if you were part of the email addresses in the To or Cc list of the email. It didn't relate to having an expanded list of people in the message itself.
 
When locked on every other version of iOS it showed all the details. It locked details open. Now you cannot do it. It is down right stupid they made this change. You were able to see details without having to push an arrow on every email.

This is a problem and bad design if it is not a bug.

I think what you are referring to is when you hit the arrow to show the details it remembered your setting and applied it to other messages. I believe that's the setting that basically applied to it, and really just the part about remembering it.

It's possible it's a bug, it's also possible it's a design change where Apple thought that most typical consumers don't use that much and they would rather have it not expanded by default and only expand on an individual basis when needed.

Thank you. You might be right. I hope they get complaints. “Apple giveth and Apple takes it away.” Maybe others might have some thoughts or ideas or knowledge.
