iPhone iOS 13 battery optimization

First yes I have it turned on. Whenever my phone is charging it seems to always charge to 100 %. Not sure if this is due to it being a beta or are my charging habits such that the computer isn’t learning my habits.

My guess it's determined that your habits require it to charge to 100%?

It is supposed to charge to 100 %, only it will delay the charging so it only reaches 100 % just before you unplug the charger. The goal is to not have it sit at 100 for long, which damages the battery.
