holy , I had the same problem too. I am Singtel (Singapore Telecom Service Provider). The phone doesnt even ring!! Whether I am on 4G or WiFi, if the caller is using 4G to call, I will not be able to receive the call.
I am using my personal phone to test ios13. I am f**ked... Any chances they will patch this asap?
Is this specific to a carrier or LTE band/frequency? I have not seen this issue with my iPhone XS on T-Mobile in the US.
Stopped reading after I saw the word client.
Just don't do this on your personal / business phone. It's beta for a reason.
That's what I'm thinking - I'm in Dubai, so could be a carrier issue here.

I'm a creature of habit, and unfortunately I only have one device!
What if your carrier is 4G only like India's Jio?

Thank youI’ve had this since B1 and found a workaround in B2. The workaround is:
Settings —> Mobile Data —> Mobile Data Options —> Voice and Data —> Select 3G
Choosing 4G data or 4G voice and data causes issues.
