iPhone iOS 13 Beta 5 "Unable to Share"

So this has persisted through every iOS 13 Beta so far.. I have lots of pictures, I let iOS upload the old ones to iCloud but I still go back and view them and set some as wallpapers routinely.

What I'm noticing is that the pic shows up in Photos, but its blurry indicating its not downloading from iCloud, and when I go to set as Wallpaper, it says "Unable to Share" 'There was an error while preparing to share. Please try again later."

Is this just me or anyone else getting it?

You're getting this too? That sucks but it's good to know it's not specific to me.. I'll file a bug, you should file one as well.
