iPhone iOS 13 contact info missing

Has anyone had all their names and images stripped from their contacts after updating to iOS 13? It's happened to me and all the controls for re-syncing contacts to iCloud are missing from the settings app. Strange.

Nope, but my calendar appointments all got wiped out.

I had problems along those lines, but restarting my iPad Pro fixed them.
