iPhone iOS 13 GM vs final (public) release

Is the GM version and the public released version the same thing? Or is there any difference? I have the GM installed on one of my devices and another device had the latest stable release of iOS 12 on it and it got updated to iOS 13 when it came out. I just checked the build numbers and they are the same on both devices.
