I received an SE from a relative, won't be using it as a phone, very limited use, I spent over an hour tweaking the settings to its bare minimum in terms of usage, manually deleted all photos/music etc but it still showed 4.83 gb's in system storage and over 2 gb's in Other storage.

So I backed it up on Itunes, erased all content/info/settings and restored from the Itunes backup in order to avoid having to adjust all the settings again. This cleared most of the Other storage, now only 400mb but the System storage is still at 4.83gb.

I'm posting this to determine if that is a normal amount of GB's for IOS 13.1, I can erase everything again and refrain from the backup restore but I only want to do that if indeed I can pare down this system storage even more.

Also the Apps currently on this Iphone are only these: Camera, Safari, Phone, Clock, Settings, Wallet, Photos, Health, App Store, Messages, Find My Iphone

Most of those are not even in use as I have not set anything up with an Apple ID yet, with this minimal amount of Apps, should it really take up 4.83 gb's in System Storage?

Also this odd thing which might point to a trick solution, when I hook up Iphone to Itunes on Mac, it reads 9.09 gb free, when I click Sync Music box, suddenly it jumps to 13.83 gb free, is there a trick to keep it at 13.83?
 
Do you have Apple Music or Photos that sync automatically from your iCloud account? I have a 16gb iPhone, and it's usually about 14gb full, but it never seems to go over or under that.

None of that right now, I'm going to sign into the App store with my Apple ID, try to rent or buy something with more than 10 gb's like Quantico 2 and see if that trick gets rid of the system storage as others have had success trying it, if not I will do a full reset and spend another two hours shutting off most of the privacy leaks.
