Hi,
Since I updated to iOS 23 I have 2 bugs with Safari

1.Sometimes pages not loaded, I need to close the app and launch again
2.Sometimes I can’t scroll on page

here a video with big number 1:

Did you try to clear the history and website data (Settings --> Safari --> Clear History and Website data)? Maybe that will help.

Also, awesome to see a video here embedded into the post 😃 Haven't seen this before on this forum in all those years.

Yeah that’s not helped, can you report it to Apple or how can I report it to Apple?

Let me guess: You have a content blocker.

I had your same issues with iOS 13.1.3 and the blocker named Purify, which hasn’t been updated for more than a year. I deactivated it and then deleted it and since then I’ve had no more issues.

I’m planning to purchase Wipr for iOS to see if this blocker works properly on iOS 13.

You can give Feedback to Apple using this website: https://www.apple.com/feedback/

Just fyi, I'm using 1Blocker X on my iPhone and iPad and it works really well. Plus it also syncs nicely with 1Blocker for macOS.

Yeah, the reason I’m willing to purchase Wipr for iOS is because I purchased it for macOS and I’m really happy with it. I guess it will sync between my devices as well.

I've experienced exactly the same problem after iOS 13.2.
I have been using AdGuard for several years, but never encountered this problem with Safari.

I can confirm after disabling and re-enabling my adblocker “AdBlock App” the issue still persists.

Ok, so I’m experiencing issues after changing the Content Blocker I use.

That leaves me to think that actually that’s an iOS 13 bug. I’m still on OS 13.1.3 and many times Safari gets unresponsive and I have to close the browser and open it again. It’s a pain but once I restart Safari everything works great again.

Have you thought that maybe because of this behavior, Apple made iOS 13.2 prone to remove Safari from the memory?
