iPhone iOS 13 Share Sheet - Intelligent Sharing

Is anyone else running into intelligent sharing not working on their device? Intelligent sharing is where it lists who you would likely send the item to and over what course of action (for example - I share a picture, it would suggest a group message, or an airdrop, or an email attachment, etc.)

I'm on iOS 13 GM. At first, the intelligent sharing was working as should, but I noticed the past few weeks it is not popping up anymore. Is this a setting somewhere?

Not working for me in 13.1 either

It's weird because on another device that I have, it is working as expected. I restored the other device from the problem device's backup and i don't see the same issue.
