I’m running Beta 1 and I can’t find how to change the default mail app. I know that apple announced that is possible in iOS 14. Is it just not active on Beta 1?

I haven't seen it, and this is one of the features I'd imagine would require app developers to ship an update in order to support. Unless you are on the beta train for your mail app, I wouldn't expect to be able to use it until the public release in September/October.
The developers need to update their apps to support making them the default. You’ll have to wait until the beta is over.
