iOS 14 PB Phone Screen?

I thought iOS 14 did not use a full screen when making/receiving calls. My screen still shows full screen when on a call. I thought it was not just a bar at the top?
When I’m on a call it stays at full screen like iOS 13.

when phone is unlocked you get the banner
also on settings-phone-check if the banner is enable or disable

Only the incoming call notification has changed to a banner. The in-call controls are still full screen.
